Interesting theory! I think there’s more flux that you might imagine though. France are a top team now, but the first time they reached the final was 1998. Their league is poor and their clubs rarely perform well in the champions league (only two French teams have ever won it).
Likewise Spain first reached a final in 2010. But La Liga has always been one of the best leagues - Real Madrid are the most successful club team ever while Barcelona have always been a big hitter, even before the Guardiola era.
Home advantage is probably a big thing - no European teams won outside Europe until 2010. Before that only three teams won outside their own continent!
